The Boy Scouts of America is one of the nation's largest and most prominent values-based youth development organizations. The BSA provides a program for young people that builds character, trains them in the responsibilities of participating citizenship, and develops personal fitness.

For nearly a century, the BSA has helped build the future leaders of this country by combining educational activities and lifelong values with fun. At Northeastern Pennsylvania Council, our focus and determination is to make you and your unit our primary concern and gear our every effort into bringing all the assets Scouting has to offer directly to you. You'll discover a commitment on the part of everyone at our council to work with real zeal and determination to bring Scouting to over 6,000 area youth and train dozens of adult volunteers. You have our pledge to prove everyday that Scouting is not only good for youth, but good for adults as well. No other program is as rewarding - for any age - as Scouting, and our people are determined to prove it! Our programs and facilities are at your disposal to help you make your program the best that it can be!

What we do:

The Northeastern Pennsylvania Council serves Packs, Troops, Crews, Posts and Groups with almost 6,000 registered scouts. The council is divided into two districts: Dan Beard and Two Mountains. As a Council, we provide:

  • Professional Staff members to aid everyone in a quality scouting program.
  • Activities to support unit programs
  • Formal training and supplies for all adult members
  • A variety of forms, flyers, and Kits
  • Handling all Scouter registrations with national
  • Aid with starting new units
  • Annual planning calendars
  • School night Flyers and kits
  • Awards, Knots, Ribbons for units and leaders
  • Maintains an insurance liability policy that protects all leaders and sponsoring organizations from a lawsuit arising from accidents during Scouting activities
  • Maintenance of two Camp facilities and their associated programs year-round.

Council President – Thomas Cummings, Jr. Esq.

  • Supervises the council and its officers.
  • Assures that chartered duties and obligations, both national and local, are met.
  • Presides at meetings of the council, Executive Board, and Executive Committee and operations meetings.
  • Is ex-officio member of all committees.
  • Appoints chairmen of council operating committees, with the approval of the board.
  • Serves as a National Council Representative for the Northeastern Pennsylvania Council.

Council Executive Vice-President – Vacant

  • Attends Executive Board meetings and lends expertise to the decision-making process.
  • Attends Executive Committee meetings and lends expertise to the decision-making process.
  • May assume other projects or responsibilities as requested.
  • Takes on responsibility of the Council President in his absence.

Council Commissioner – John Croom, III

  • Attends Executive Board meetings and reports to the board in field of responsibility.
  • Attends Executive Committee meetings and lends expertise to the decision-making process.
  • Presides at the council commissioner staff meetings.
  • Helps train district commissioners.
  • Communicates with district commissioners by telephone, letters, personal conference and on-the-job coaching.
  • Plans and conducts an annual commissioner’s conference.
  • Reviews reports with district commissioners on extent and quality of service to all units.
  • Coordinates and is responsible for:
    • Rechartering of all Scouting units.
    • Helps set and achieve goals so the Northeastern Pennsylvania Council advances on the Journey to Excellence.
  • Serves as a National Council Representative for the Northeastern Pennsylvania Council.

Scout Executive – Marcel Cinquina

  • Attends Executive Board meetings and reports to the board on the condition of the council.
  • Attends Executive Committee meetings and reports to the Executive Committee on the condition of the council.
  • Is Chief Executive Officer of the corporation and has the general direction of the administrative work of the corporation, subject to the authority and direction of the Executive Board.
  • Secretary to the Northeastern Pennsylvania Council, the executive board, the executive committee, and all other committees of the executive and district committees, and is a member ex-officio of all committees of the executive board without vote except where otherwise provided.
  • Executes on behalf of the corporation all documents, deeds, and notes duly authorized to be executed.
  • Employs, with executive board permission, all other paid employees of the council and supervises their actions.

Council Treasurer – James Lackenmeir

  • Attends Executive Board meetings and reports to the board in field of responsibility.
  • Attends Executive Committee meetings and lends expertise to the decision-making process.
  • Prepares an annual budget for board approval.
  • Maintains relations with area United Ways and meets annually with them to review proposed budgets.
  • In cooperation with the Executive Committee, approves expenditures of funds.
  • Ensures that standard accounting procedures are used in the council.
  • Presents annually to the board a certified audit, with the assistance of the audit committee.

  • Attends Executive Board meetings and reports to the board in field of responsibility.

Vice-President Membership – Nicholas Mattise, Esq.

  • Attends Executive Board meetings and reports to the board in field of responsibility.
  • Attends Executive Committee meetings and lends expertise to the decision-making process.
  • Gives leadership and support to ScoutReach Chair helping ensure that Scouting's reach is to those youth in under privileged homes and neighborhoods.
  • Helps set and achieve goals so the Northeastern Pennsylvania Council advances on the Journey to Excellence.
  • Gives leadership to the selection and training of membership chairs, fall school night for scouting chairs, and other membership campaign chairs.
  • Establishes plans to build stronger relationships with Scouting’s chartered partners through relationship committee chairs.

Vice-President Finance & Council FOS Chair– Jerry Champi

  • Attends executive board meetings and reports to the board in field of responsibility
  • Attends Executive Committee meetings and lends expertise to the decision-making process
  • Develops annual program plans for the council through the following committees:
    • Council Board Friends of Scouting
    • Distinguished Citizens Award Dinner
    • Eminent Eagle Scout Dinner
    • Clay Shoot
    • Endowment & Investment
    • Heritage Society
  • Helps devise fundraising plans and methods and gives guidance to the goal setting and budget building process.

We've worked very hard at trying to have the items you'll need to run you program in stock and available when you need them. And, if for some reason we're out of an item, it won't be very long before it's in. Inventory is replenished more frequently now and that means that we're more likely to have whatever you need.
